The SocialWatt public reports can be downloaded here. These have been developed to present results and progress in implementing the various SocialWatt activities, such as the review of the status quo of energy poverty, the identification of innovative schemes and actions to tackle energy poverty, and capacity building material for energy suppliers, social services and other stakeholders.

Final publishable report

  • This report summarises the project’s objectives, activities and achievements in a simple, easily readable way. The report presents the tangible results of the project, as well as lessons learnt across the different phases of designing and implementing energy efficiency/renewable energy schemes for energy poor households. The report also includes recommendations for national policy makers and for utilities designing schemes for the energy poor.

The 10 SocialWatt Country Factsheets on energy poverty

  • The SocialWatt project previously made a review in November 2019 of the status quo of energy poverty and related policies in a selection of 11 countries (Austria, Belgium, Croatia, France, Greece, Ireland, Italy, Latvia, the Netherlands, Romania, Spain). This provides a complementary update in the form of 10 country factsheets prepared between September 2022 and March 2023, showing the recent major developments in the context of energy poverty and in the policy measures implemented to face the current energy crisis, as well as to more structurally tackle energy poverty with energy efficiency measures.

  • This report includes three policy briefs that provide cross-cutting recommendations to the EU and Member States: -Implementing the new Energy Efficiency Directive to alleviate energy poverty: This briefing analyses the new provisions in the recast of the Energy Efficiency Directive to alleviate energy poverty, and sets out recommendations for national implementation, building on the lessons learnt from SocialWatt. -Time for a step change in the fight against energy poverty: This briefing provides an overview of the measures adopted by 10 countries to face the energy crisis, and the national energy efficiency measures they implement to tackle energy poverty, analysing the changes in the policies between 2019 and now, and identifying upcoming challenges. -Energy companies: key partners in alleviating energy poverty: This briefing summarizes the main lessons learnt from SocialWatt and interviews with 21 experts in Europe about the role of energy companies in tackling energy poverty, and more specifically for energy efficiency schemes tackling energy poverty (special focus of SocialWatt).

  • In order to facilitate the replication of energy efficiency/renewable energy schemes and actions developed within the framework of the project, numerous policy briefs have been developed, as presented in this report. These briefs were developed at different time periods, in order to align with and inform EU and national developments in policy. The policy briefs have been communicated to key EU, national and regional stakeholders, including ministries, energy regulatory authorities and energy agencies.

Final conference proceedings

  • The final conference of the Horizon 2020 project SocialWatt, titled "Meeting need with ambition: Boosting energy efficiency to alleviate rising energy poverty in Europe" shared experience in designing and implementing energy efficiency schemes to alleviate energy poverty, and discussed how to address key challenges to scale up support to the energy poor, which is particularly important as needs grow. The event also included a workshop that focuses on monitoring and evaluating schemes, jointly organized with the Horizon 2020 project streamSAVE.

Policy brief on implementing the new Energy Efficiency Directive to alleviate energy poverty

  • SocialWatt has developed a policy brief that outlines the proposed provisions in the EED that have the potential to increase the provision of energy efficiency support to energy poor households to alleviate energy poverty, It also sets out recommendations for national implementation, for better defining and targeting energy poverty, as well as for better designing and delivering schemes for these households.

SocialWatt tools Guidebook

  • This guidebook presents the three SocialWatt tools being developed, i.e., SocialWatt Analyser, SocialWatt Plan and SocialWatt Check, as well as provide step by step instructions for their use. It can be considered as a manual for running the tools, including information on inputs required by each tool and outputs produced when these are run successfully. In addition, it also includes case studies related to the use of the tools and how these have led to the development and implementation of the SocialWatt schemes to alleviate energy poverty, so that other energy stakeholders can benefit from the experienced gained and are encouraged to replicate the innovative schemes developed.

Webinar proceedings

  • SocialWatt organized three webinars to discuss how energy efficiency schemes can tackle energy poverty, especially in the context of the Article 7 of the EU Energy Efficiency Directive (EED) This first webinar provided an update about the current proposal for the EED recast. A discussion took place on what could change in the EED and participants learned from the available experience in this field.The second webinar provided an overview of the Analyzer SocialWatt Tool developed for the project, presented the French and Italian observatory on energy poverty along with the Belgian barometer on energy and water poverty. The third webinar provided an overview of the lessons learnt from the development and implementation of the SocialWatt schemes, and what can be done to scale up energy efficiency measures tackling energy poverty in the light of previous experiences of energy utilities, public authorities and NGOs.

The EED Energy Savings Obligation and Energy Poverty Alleviation

  • SocialWatt and ENSMOV have jointly developed a policy brief for national authorities, energy and social policy experts and advocates. This policy brief provides an overview of the new requirement under the energy savings obligation of the recast proposal for a revised Energy Efficiency Directive (EED). It then focusses on the policy measure that contributes the most to the aggregate achievement of the energy savings obligation target, the Energy Efficiency Obligation Schemes (EEOSs), and shares lessons learnt from countries where EEOSs are used to alleviate energy poverty.

Energy Poverty Action Plans

  • This report presents the energy poverty action plans of seven utilities/energy companies, developed within the framework of SocialWatt. Each plan includes a technical and financial analysis of the schemes that will be implemented in Croatia, Greece, Ireland, Italy, Latvia, Romania and Spain. These plans are short summaries of more comprehensive internal plans that are in some cases still undergoing continued development.

The latter has been developed for the general public and summarises key behaviour changes that can significantly reduce the energy consumption of households.

  • This report presents the main tools used to establish the visual identity of SocialWatt, as well as the project website. More specifically, it presents the project’s logo, a short overview presentation and a flyer that introduces the project, and the templates for deliverables, presentations and press releases. It also describes the design and content of the SocialWatt website, provides useful information on how to navigate through the website, and presents the social media that have been used to promote the project.

About SocialWatt

SocialWatt aims to enable obligated parties under Article 7 of the Energy Efficiency Directive across Europe to develop, adopt, test and spread innovative schemes to alleviate energy poverty.

Appropriate tools developed within the framework of SocialWatt aim to help utilities and energy suppliers effectively identify energy poor household, as well as develop and monitor schemes that focus on increasing the energy efficiency of these houses.
